ਉੱਤਰ ਭਾਰਤ ਵਿੱਚ, ਯੂਪੀ, ਰਾਜਸਥਾਨ ਸਣੇ ਕਈ ਰਾਜਾਂ ਨੇ ਐਤਵਾਰ ਨੂੰ ਬਿਜਲੀ ਦੇ ਤੂਫਾਨ ਮਚਾਇਆ। ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਵਿੱਚ, ਬਿਜਲੀ ਡਿੱਗਣ ਕਾਰਨ ਐਤਵਾਰ ਨੂੰ ਵੱਖ-ਵੱਖ ਘਟਨਾਵਾਂ ਵਿੱਚ 40 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ। ਕਾਨਪੁਰ ਅਤੇ ਇਸ ਦੇ ਨਾਲ ਲੱਗਦੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿਚ 18 ਮੌਤਾਂ ਹੋਈਆਂ ਹਨ, ਪ੍ਰਯਾਗਰਾਜ ਵਿਚ 14, ਕੌਸ਼ੰਬੀ ਵਿਚ 4, ਆਗਰਾ ਵਿਚ 3, ਉਨਾਓ ਵਿਚ ਦੋ, ਪ੍ਰਤਾਪਗੜ, ਵਾਰਾਣਸੀ ਅਤੇ ਰਾਏਬਰੇਲੀ ਵਿਚ ਇਕ-ਇਕ ਮੌਤਾਂ ਹੋਈਆਂ ਹਨ।ਕਈ ਥਾਵਾਂ ਤੇ ਬਿਜਲੀ ਡਿੱਗਣ ਕਾਰਨ ਪਸ਼ੂਆਂ ਦੀ ਮੌਤ ਵੀ ਹੋ ਗਈ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਹਾਦਸੇ ਵਿੱਚ ਮਾਰੇ ਗਏ ਲੋਕਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ 4-4 ਲੱਖ ਰੁਪਏ ਦਾ ਮੁਆਵਜ਼ਾ ਦੇਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਰਾਜਸਥਾਨ ਦੇ ਆਮਰ ਦੇ ਕਿਲ੍ਹੇ ਨੇੜੇ ਵਾਚ ਟਾਵਰ 'ਤੇ ਚੜ੍ਹ ਕੇ ਸੈਲਫੀ ਲੈ ਰਹੇ ਲੋਕਾਂ' ਤੇ ਬਿਜਲੀ ਡਿੱਗਣ ਦੀ ਘਟਨਾ ਵਿਚ ਅੱਠ ਲੋਕਾਂ ਦੀ ਮੌਤ ਵੀ ਹੋ ਗਈ।

ਭਾਰਤ ਦੇ ਮੌਸਮ ਵਿਭਾਗ ਨੇ ਪਹਿਲਾਂ ਹੀ ਸੋਮਵਾਰ ਸਵੇਰ ਤੱਕ ਉੱਤਰੀ ਭਾਰਤ ਦੇ ਕਈਂ ਥਾਵਾਂ ਤੇ ਤੇਜ਼ ਮੀਂਹ ਦੀ ਚੇਤਾਵਨੀ ਜਾਰੀ ਕੀਤੀ ਸੀ। ਰਾਜਸਥਾਨ ਦੇ ਕਈ ਹਿੱਸਿਆਂ ਵਿਚ ਬਿਜਲੀ ਦੀ ਵੱਖ-ਵੱਖ ਘਟਨਾਵਾਂ ਵਿਚ ਸੱਤ ਬੱਚਿਆਂ ਸਣੇ 10 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ ਅਤੇ 13 ਜ਼ਖਮੀ ਹੋ ਗਏ। ਬਿਜਲੀ ਡਿੱਗਣ ਕਾਰਨ 10 ਬੱਕਰੀਆਂ ਸਮੇਤ 13 ਜਾਨਵਰਾਂ ਦੀ ਵੀ ਮੌਤ ਹੋ ਗਈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਵਿੱਚ ਵੀ ਬਿਜਲੀ ਡਿੱਗਣ ਕਾਰਨ 40 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ।

ਉਤਰਾਖੰਡ ਵਿਚ ਭਾਰੀ ਬਾਰਸ਼ ਕਾਰਨ ਆਏ ਜ਼ਮੀਨ ਖਿਸਕਣ ਕਾਰਨ ਇਕ ਪਿੰਡ ਵਿਚ ਇਕ ਘਰ ਡਿੱਗਣ ਨਾਲ ਇਕ ਅੱਠ ਸਾਲ ਦੇ ਬੱਚੇ ਸਮੇਤ ਤਿੰਨ ਵਿਅਕਤੀਆਂ ਦੀ ਮੌਤ ਹੋ ਗਈ, ਜਦੋਂਕਿ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਅਤੇ ਰਾਜਸਥਾਨ ਵਿਚ ਕਈ ਥਾਵਾਂ 'ਤੇ ਬਾਰਸ਼ ਹੋਈ ਅਤੇ ਕਈਂ ਵਿਚ ਲਗਾਤਾਰ ਬਾਰਸ਼ ਹੋਈ। ਰਾਜ ਦੇ ਹਿੱਸੇ. ਮੌਸਮ ਵਿਭਾਗ ਨੇ ਪੰਜ ਉੱਤਰੀ ਜ਼ਿਲ੍ਹਿਆਂ ਲਈ 'ਓਰੇਂਜ ਅਲਰਟ' ਜਾਰੀ ਕੀਤਾ ਸੀ।

ਮੌਸਮ ਵਿਭਾਗ ਨੇ ਕੇਰਲਾ ਅਤੇ ਗੁਜਰਾਤ ਦੇ ਮਛੇਰਿਆਂ ਲਈ ਮੌਸਮ ਦੀ ਚੇਤਾਵਨੀ ਜਾਰੀ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਨੂੰ ਅਗਲੇ ਦੋ ਦਿਨਾਂ ਲਈ ਸਮੁੰਦਰ ਵਿੱਚ ਨਾ ਜਾਣ ਦੀ ਸਲਾਹ ਦਿੱਤੀ ਹੈ। ਮੌਸਮ ਵਿਭਾਗ ਨੇ ਕਿਹਾ ਕਿ ਦੱਖਣ-ਪੱਛਮੀ ਮਾਨਸੂਨ ਨੇ 10 ਜੁਲਾਈ ਤੱਕ ਦਿੱਲੀ ਸਮੇਤ ਉੱਤਰ ਭਾਰਤ ਵਿੱਚ ਦਸਤਕ ਦੇਣੀ ਸੀ, ਪਰ ਐਤਵਾਰ ਸ਼ਾਮ ਤੱਕ ਅਜਿਹਾ ਨਹੀਂ ਹੋਇਆ।

The Punjab and Haryana High Court on Saturday put Punjab on notice on a petition filed by Lok Insaaf Party MLA Simarjit Singh Bains for permission to intervene in the Ludhiana city centre case.

The petition was filed nearly 11 months after a court in Ludhiana had rejected Bains’s plea to be party in the case.

The vigilance bureau, on August 19, 2017, had filed a closure report before the court concerned claiming that there was no scam at all and that no proof was found against Punjab Chief Minister Capt Amarinder Singh, his son Raninder Singh and others following ‘re-investigation’.
The petitioner had moved the court after the special court in Ludhiana, on October 25, permitted the Enforcement Directorate to inspect the case file.

Taking up the plea, Justice Inderjit Singh also fixed January 23 as the next date of hearing.


MLA Bains had filed an application in the court challenging the closure report filed by the vigilance bureau in the case last year. Bains had sought permission to join the proceedings in the case claiming that “since it is a corruption case, he has the right to challenge the closure report”. In his petition before the High Court, Bains sought directions for setting aside the Ludhiana court order.

The High Court has already ordered continuation of stay on the operation of an order passed by the Ludhiana Special Judge on October 25 permitting the Enforcement Directorate to inspect the court file in the Ludhiana City Centre case.

The developments had taken place on a petition filed by Delhi-based Chetan Gupta, who had moved the High Court demanding a stay on the ED inspection, among other things.

The counsel for the petitioners argued that the ED was not a party in the case and could not be allowed to inspect the case file. The case was between the Punjab vigilance bureau and the accused.

New Delhi: If you are planning to travel by train in the next two months, keep a track of trains as about 130 trains have been cancelled by Indian Railways from December 13, 2018, to February 15, 2019, due to foggy weather in coming months. The Northern Railways announcement stated that the trains have been cancelled keeping in view the forthcoming foggy weather

Most of the trains cancelled are for Northern Railways. Out of the total 130 cancelled trains, around 21 trains are of the North Central while  104 trains are from the Northern Railways. The trains will remain cancelled till February 15, 2019.

Shaktikanta Das appointed as the new RBI Governor

Shaktikanta Das, former top bureaucrat in the Finance Ministry and key face of the government during demonetisation, has been appointed as Governor of the Reserve Bank of India for a period of three years. The Appointments Committee of the Cabinet approved the move a day after Urjit Patel abruptly resigned from the post citing “personal reasons”.


Das, who retired as Secretary of the Department of Economic Affairs, had served in various capacities in the Finance Ministry, including as Secretary in the Revenue department and as a key official in the Budget division. After his retirement on May 28, 2017, he was appointed as a member of the 15th Finance Commission and as the G20 Sherpa.
Das, 61, a 1980-batch IAS officer of the Tamil Nadu cadre, is a post-graduate in history from St. Stephen’s College, Delhi. During demonetisation, he held regular briefings on behalf of the government as Economic Affairs Secretary to announce key changes, even as then RBI Governor Patel maintained silence.
Among the many plans during that phase in 2016, Das had announced a proposal to put indelible ink on the index fingers of people to prevent them from exchanging old currency multiple times beyond specified limits. Following widespread outrage, the move was later withdrawn.

Punjab and Haryana are the two states in Northwest India which do not receive enough rains after the withdrawal of Southwest Monsoon season. But winter rains do occur these states with the arrival of active Western Disturbances which usually tend to induce a cyclonic circulation over Punjab, Haryana and North Rajasthan region.
However, the weather conditions over Haryana are almost dry this winter season. Similarly, Punjab has been no different barring the northern districts that have been observing isolated rainfall activity occasionally.
In fact, till now, only two active Western Disturbances have approached the Western Himalayas. First one during the beginning of November and second one in mid-November. During both the times, parts of Punjab along with isolated pockets of Haryana received some rains.
Now another active Western Disturbance has approached the hills of North India. The above system has also induced a cyclonic circulation over North Rajasthan and adjoining Punjab and Haryana region.
This system has already given good rain and snow over the Western Himalayas and light rains over northern parts of Punjab. In the last 24 hours from 08:30 am on Monday, Amritsar recorded 1 mm of rain, followed by Pathankot 0.8 mm. Meanwhile, Bathinda and Jalandhar observed trace of rain.
With system persisting, we expect scattered rain and thundershower activities to continue over Punjab and Haryana till December 12.
Spell of rain and thundershower are over Amritsar, Barnala, Bathinda, Chandigarh, Faridkot, Fatehgarh Sahib, Fazilka, Firozpur, Gurdaspur, Hoshiarpur, Jalandhar, Kapurthala, Ludhiana, Mansa, Moga, Muktsar, Patiala, Rupnagar, Sahibzada Ajit Singh Nagar, Sangrur, Shahid Bhagat Singh Nagar and Tarn Taran districts of Punjab during next 24 hours.
In Haryana, short spells of light rain are also is likely over Bhiwani, Charkhi Dadri, Fatehabad, Gurgaon, Hisar, Jhajjar, Jind, Kaithal, Karnal, Kurukshetra, Mahendragarh, Panipat, Rewari, Rohtak, Sirsa, Sonipat and Yamunanagar districts today.
Chances of isolated hailstorm activity also cannot be ruled out because currently the temperatures are low and whenever thunderclouds with vertical extent of 6-7 km form, they are capable of giving hailstorm.
